ICS2 for Shipping to Europe

ICS2 is the European Union's advance cargo information system for safety and security risk analysis before goods enter or transit through the EU customs territory.

The required safety and security data is submitted through an Entry Summary Declaration (ENS). For shippers, the practical priority is simple: accurate cargo data must be prepared before the applicable filing deadline.

2026 CURRENT STATUS

ICS2 Is No Longer Just a Future Rollout

As of 1 June 2026, consignments entering the EU territory by any means of transport should have a valid ENS submitted through the applicable ICS2 filing structure.

Plan ICS2 Before Cargo Departure — Not After EU Arrival

The EU has completed the transition of advance cargo safety and security data to the ICS2 environment.

For rail and road, some countries can also allow the ENS data to be filed through a combined NCTS Phase 6 transit declaration.

BUILD THE DATA PACKET

ICS2 Is a Data-Quality Requirement Before It Is a Shipping Problem

The complete ENS dataset depends on transport mode and business model. The shipper should provide accurate source information early enough for the responsible filer to complete the filing.

DATA CONTROL

Do Not Send the Carrier Only “General Cargo”

Generic or incomplete cargo information can make it difficult to build a complete and accurate ENS filing.

COMMODITY Precise Goods Description Describe the actual product rather than using a vague general term.
CLASSIFICATION HS Commodity Code Provide the appropriate commodity code data required for the filing dataset.
SHIPPER Consignor Information Legal name, address and relevant identifiers.
RECEIVER Consignee Information Receiving-party details according to the applicable ENS dataset.
TRANSPORT B/L / AWB / Reference Master, house or other transport data as applicable.
PACKAGES Quantity & Packaging Package numbers, type and shipment structure.
WEIGHT น้ำหนักรวม Provide accurate shipment weight data.
ROUTING Transport Route Relevant origin, routing and EU entry information.
IDENTITY EORI Where Required The appropriate filing and customs-party identifiers should be available.
Air cargo preparation for accurate ICS2 ENS filing data
DATA QUALITY CHECKPOINT Accurate Description Before Cargo Reaches the Airline or Carrier
GOOD DATA BEFORE DEPARTURE

Precise and Comprehensive Data Matters

ICS2 is designed for advance risk analysis. That means the information needs to be useful before the goods physically reach the European border.

In 2026, EU Customs continues to strengthen data-quality controls, including updated controls around unacceptable generic descriptions.

Use a meaningful commercial product description
Provide the correct commodity code data
Match house and master transport references
Keep consignor / consignee details consistent
Provide package and weight data accurately
Avoid changing shipment information after filing where possible
Confirm who is responsible for missing data
Provide data before the carrier's filing cut-off
WHO FILES THE ENS?

Do Not Assume the Shipper, Carrier and Freight Forwarder Have the Same Filing Responsibility

The legal and operational filing structure depends on the mode, business model, available information and contractual arrangements between supply-chain parties.

CARRIER

Ocean / Air / Road / Rail Carrier

The carrier can hold important master-level transport information and may have filing responsibilities under the applicable structure.

FORWARDER

Freight Forwarder / NVOCC

A forwarder may hold house-level information and can have separate filing obligations depending on the business model.

SUPPLY CHAIN

Other Filing Party

ICS2 allows different supply-chain actors to contribute information under appropriate multiple-filing scenarios.

SHIPPER

Cargo Owner / Seller

Even when the shipper is not the electronic filer, it must provide accurate commercial and cargo information to the responsible filing party.

ICS2 FILING ARCHITECTURE

Single Filing vs Multiple Filing

ONE FILING STRUCTURE

Single Filing

A single party can provide the complete required ENS dataset where that party has all necessary information.

Complete dataset available One filing party Master / house information aligned One coordinated filing workflow
OR
SHARED DATA STRUCTURE

Multiple Filing

Different supply-chain actors can submit their respective parts of the required ENS data when information is distributed between parties.

Carrier data Forwarder / house data Information held by different parties Data must connect correctly
ICS2 BY TRANSPORT MODE

Air, Sea, Road and Rail Do Not Use Identical Operational Timelines

The exact ENS dataset and timing depend on the transport mode and filing scenario.

AIR CARGO SECURITY

Air Freight Has a Pre-Loading Security Stage

Before Aircraft Loading

For air transport, a minimum advance dataset must be filed for pre-loading risk analysis.

A complete ENS is also required according to the applicable air-cargo timeline.

PHASE 01 Pre-Loading Data Minimum safety and security information before applicable aircraft loading.
PHASE 02 Risk Analysis EU Customs assesses the advance information.
PHASE 03 Possible Referral Additional information, screening or other action may be requested.
PHASE 04 Complete ENS Complete mode-specific ENS data before EU arrival.
MARITIME ICS2

Sea Freight Requires More Than the Master Bill of Lading

For maritime shipments, the ENS structure can involve carrier-level information and additional house-level supply-chain information, depending on how the shipment is contracted and documented.

This is particularly important for freight forwarders, NVOCCs and consolidated LCL shipments.

Master Bill of Lading information
House Bill information where applicable
Shipper / consignee information
Accurate goods descriptions

MARITIME ADVANCE CARGO DATA Master Data + House Data + Cargo Data Must Align
ROAD & RAIL

ICS2 and NCTS Phase 6 Can Connect in Certain Transit Scenarios

Direct ICS2 or Combined Transit Filing

From June 2026, road and rail consignments must have the required safety and security data.

In participating countries, the economic operator may be able to provide ENS data together with the NCTS Phase 6 transit declaration.

Option A ENS submitted directly through the ICS2 filing environment.
Option B Combined ENS + transit declaration through NCTS-P6 in participating countries.
ถนน Prepare data before the vehicle reaches the EU entry point.
Rail Prepare rail-consignment and transport data before EU entry.
Transit Goods transiting through the EU can still fall within safety and security requirements.
Route Check Confirm the actual entry country, route and filing system.
SECURITY RISK ANALYSIS

Submitting the ENS Does Not Automatically Mean “No Further Action”

Customs authorities use ENS data to carry out pre-loading or pre-arrival safety and security risk analysis.

DATA QUALITY ENS Rejection An incomplete filing can be rejected or require correction before the entry process continues.
REFERRAL Request for Information Customs may request additional information to complete the risk assessment.
HIGHER RISK Additional Screening Enhanced screening may be required for certain cargo before risk analysis can continue.
PRE-LOADING Do Not Load A do-not-load instruction can be issued in applicable high-risk pre-loading scenarios.
SECURITY FILING ≠ IMPORT CLEARANCE

ICS2 / ENS Does Not Replace the EU Import Customs Declaration

ICS2 FAQ

คำถามที่มักถูกถาม

What is ICS2?

ICS2 means Import Control System 2. It is the EU advance cargo information system used to collect safety and security data for goods entering or transiting through the EU customs territory.

What is an ENS?

ENS means Entry Summary Declaration. It is the declaration used to provide the required advance safety and security information to the ICS2 environment.

Is ENS the same thing as ICS2?

No. ENS is the declaration, while ICS2 is the EU system that receives and processes the advance cargo information.

Is ICS2 fully active in 2026?

Yes. As of 1 June 2026, consignments entering the EU territory by any mode of transport should have the required valid ENS under the applicable ICS2 structure.

Does ICS2 apply to sea freight?

Yes. Maritime cargo entering or transiting through the relevant EU customs territory falls under the ICS2 advance-data framework.

Does ICS2 apply to air freight?

Yes. Air cargo is subject to ICS2 requirements, including a minimum pre-loading information stage as well as the applicable complete ENS.

Does ICS2 apply to road and rail freight?

Yes. Road and rail are included in the completed ICS2 framework. In participating countries, certain road or rail ENS data may also be combined with an NCTS Phase 6 transit declaration.

Does ICS2 apply to goods only passing through the EU?

ICS2 can also apply to goods transiting through the EU customs territory. The actual route and filing structure should therefore be reviewed.

Who files the ENS?

The responsible filing structure depends on the transport mode, business model, contractual arrangements and which supply-chain party holds the required data. Carrier, forwarder or other relevant party may be involved.

Can more than one company submit information for one ENS?

ICS2 supports multiple-filing scenarios where required information is held by different supply-chain actors. The filings must connect correctly to create the required complete ENS data.

Does the person filing ENS need an EORI?

Economic operators connecting to ICS2 need the appropriate EORI and system-access structure. The exact EORI requirement should be confirmed according to the filing role.

What cargo information is needed for ICS2?

The required dataset depends on mode and business model, but can include goods descriptions, commodity codes, consignor and consignee data, transport references, package information, weight, routing and relevant identifiers.

Why is the goods description important?

ICS2 data is used for advance security risk analysis. Precise descriptions help customs understand what the shipment contains, while vague or incomplete information can create filing or control issues.

Can Customs reject an incomplete ENS?

Yes. Incomplete ENS information can be rejected or trigger a request for additional information, which can delay the entry process.

What is an ICS2 risk referral?

A risk referral is a request or instruction generated during pre-loading or pre-arrival risk analysis. It may require additional information, additional screening or other action before the risk assessment can continue.

Can Customs issue a do-not-load instruction?

In applicable high-risk pre-loading scenarios, a do-not-load instruction can be issued as part of the risk-mitigation process.

Does an ENS replace EU import customs clearance?

No. ENS / ICS2 deals primarily with advance safety and security data. The EU import customs declaration is a separate customs process covering matters such as importer, classification, value, origin, duty and VAT.

Does DDP automatically solve ICS2 compliance?

No. DDP is a commercial Incoterm. The shipment still needs the applicable advance transport, security and customs information at the required stages.

Does ICS2 apply to e-commerce and low-value parcels?

E-commerce goods entering or transiting through the EU are subject to advance cargo safety and security requirements. Low commercial value does not automatically remove the ICS2 data requirement.

Can BRF coordinate ICS2 and ENS requirements?

BRF can help coordinate shipment-data preparation and communication with carriers and relevant filing partners for supported routes. The actual legal filer should be confirmed for the specific transport and business model.

What information should I send BRF before shipping to Europe?

Provide the origin, destination, product description, HS code if available, shipper, consignee, buyer and seller information where relevant, package quantity, gross weight, transport mode, B/L or AWB structure, cargo-ready date and final European destination.

ICS2 DATA BEFORE EUROPE

Send the Cargo Data Before the Carrier Filing Cut-Off.

BRF can review your origin, cargo, transport mode and European destination, then coordinate the international freight, ENS / ICS2 data workflow, EU customs preparation and final door delivery for supported shipments.
