BRF LOGISTICS · EU PACKAGING COMPLIANCE

EU PPWR & DDP Shipping to Europe

The EU Packaging and Packaging Waste Regulation now forms part of the compliance environment for products and packaging placed on the European market.

For DDP shipments, freight, customs, duty, VAT and final delivery should therefore be planned separately from product and packaging compliance responsibilities.

WHAT DOES PPWR COVER?

Packaging Compliance Is Broader Than the Product Carton

PPWR applies broadly to packaging and packaging waste placed on the EU market, regardless of packaging material or origin.

For an international shipment, this means the compliance review may need to consider sales packaging, grouped packaging, transport packaging and other packaging components used around the product.

Product / Sales Packaging Packaging presented with the product to the final user or buyer.
Grouped Packaging Packaging grouping multiple sales units.
Transport Packaging Pallets, wrap, straps, crates and transport-protection packaging.
E-commerce Packaging Shipping packaging used for remote or online sales.

DDP ≠ FULL REGULATORY COMPLIANCE

DDP Solves a Logistics Responsibility Structure — PPWR Is a Regulatory Responsibility Structure

DDP LOGISTICS

Transportation & Import Delivery

A DDP shipment normally deals with the commercial responsibility for moving the goods to the agreed destination and the applicable import formalities under the selected transaction structure.

WHO IS RESPONSIBLE?

Do Not Assume the Freight Forwarder, Importer, Buyer and Packaging Producer Are the Same Entity

ECONOMIC OPERATOR MAP

Define Roles Before Shipping

The exact PPWR responsibility depends on the factual supply chain, packaging, commercial arrangement and role of each economic operator.

ORIGIN Packaging Manufacturer Produces packaging or packaging components.
SUPPLY CHAIN Product Manufacturer / Supplier Uses packaging to place or prepare products for the market.
EU IMPORT Importer Import role and regulatory responsibilities must be confirmed.
MARKET Distributor / Seller May have obligations depending on how packaging is made available.
LOGISTICS Freight Forwarder Coordinates logistics but is not automatically the regulated importer or packaging producer.
RECEIVING Warehouse / Fulfillment Center Receiving cargo does not automatically determine regulatory responsibility.
PPWR TIMELINE

Treat PPWR as a Multi-Year Compliance Transition

The regulation applies generally from August 2026, but major packaging targets continue to phase in.

Additional packaging requirements and performance levels continue beyond 2030. Always check the current rule for the exact packaging category.

PPWR REQUIREMENT MAP

Six Areas Importers Should Understand

01 · DESIGN

Recyclability

PPWR moves EU packaging toward recyclable design, with important recyclability requirements and performance milestones phasing in toward 2030 and beyond.

02 · REDUCTION

Packaging Minimisation

Packaging should not be designed with unnecessary weight or volume. From the relevant 2030 milestone, manufacturers or importers face specific minimisation obligations.

03 · MATERIAL

Recycled Content

Minimum recycled-content requirements phase in for relevant plastic packaging categories, subject to the detailed rules, calculations and exemptions.

04 · INFORMATION

Etiquetado

Harmonised packaging and waste-sorting information will progressively become an important part of the PPWR system.

05 · CIRCULARITY

Reuse & Refill

Specified packaging formats and economic operators may be subject to reuse or refill requirements under applicable timelines.

06 · RESPONSIBILITY

Producer Responsibility

Packaging placed on EU markets may also interact with producer-registration, EPR, reporting and waste-management obligations.

WHY 2030 MATTERS

Do Not Design 2027 Packaging Without Thinking About 2030

KEY PPWR MILESTONE 2030 Packaging design becomes an even more important procurement decision.
Recyclability EU packaging moves toward recyclable design requirements.
Minimum Necessary Packaging Weight and volume should be reduced to what is necessary for functionality.
Relevant Plastic Packaging Recycled-content requirements phase in for applicable categories.
Reuse / Packaging Restrictions Certain formats face category-specific 2030 requirements.
EXPORT PACKAGING TYPES

Packaging Items Importers Often Forget to Record

Corrugated Cartons Record carton type, material and packaging weight where relevant.
Bolsas de plástico Inner bags, poly bags and other plastic packaging.
Stretch Film Pallet wrap and protective transport film.
Plastic Straps Transport securing and grouping materials.
Wooden Pallets Transport packaging with separate wood-packaging considerations.
Wooden Crates Industrial, machinery and project-cargo packaging.
Foam & Protection EPS, EPE and other protective materials where used.
Composite Packaging Packaging made from multiple material types requires clear material records.
ORIGIN PACKAGING CONTROL

The Best Time to Collect Packaging Data Is Before Container Loading

Once cargo has arrived in Europe, it can be difficult to reconstruct exactly which packaging components, materials and suppliers were involved.

For repeat European shipments, building a standard packaging record at the factory or origin warehouse can improve long-term compliance data quality.

Photograph packaging before loading
Record carton and pallet quantities
Separate product net weight and packaging weight
Identify plastic transport packaging
Record wooden pallets and crates
Keep supplier packaging specifications where available
Maintain shipment-level packaging records
BRF Logistics warehouse cargo preparation and packaging records
ORIGIN COMPLIANCE CHECKPOINT Record Packaging Before the Container Door Closes
WOODEN PACKAGING

Wooden Pallets Can Have More Than One Compliance Dimension

PPWR Is Not the Only Rule to Check

Pallets and certain wooden packaging can fall within the packaging framework, while international wooden packaging may also have phytosanitary requirements such as ISPM 15 depending on the movement and packaging.

These should be reviewed as separate compliance questions.

Packaging Function Pallet / crate / wooden support.
Material Solid wood, processed wood or other material.
PPWR Review applicable packaging obligations.
ISPM 15 Review phytosanitary requirements where applicable.
Quantity / Weight Maintain packaging records.
Supplier Information Keep supporting documentation where relevant.

PPWR & DDP FAQ

Preguntas frecuentes

What is the EU PPWR?

PPWR stands for Packaging and Packaging Waste Regulation. Regulation (EU) 2025/40 creates an EU-wide framework covering packaging sustainability, labelling, packaging waste, reuse, recycling and related responsibilities.

Is PPWR already in force in 2026?

Yes. The Regulation entered into force on 11 February 2025 and generally applies from 12 August 2026. However, individual requirements have different implementation dates and transition periods.

Does PPWR apply to packaging imported from China?

PPWR broadly covers packaging placed on the EU market regardless of material or origin. The actual obligations depend on the packaging and economic-operator structure.

Did all normal export cartons become illegal on 12 August 2026?

No. PPWR should not be interpreted as a one-day ban on all existing cartons. Different design, labelling, recyclability, recycled-content and other requirements have different implementation timelines.

Does DDP shipping automatically include PPWR compliance?

No. DDP is a commercial delivery term. It does not automatically satisfy packaging, EPR, product-compliance or other regulatory obligations.

Does PPWR automatically make the freight forwarder the responsible importer?

No. Freight forwarder, customs broker, declarant, importer, buyer and packaging-related economic operator should not automatically be treated as the same entity.

What packaging information should I ask my supplier for?

Useful information can include packaging type, material, packaging weight, packaging supplier, material specification, composition information, photos and supporting declarations where relevant.

Why should product weight and packaging weight be separated?

Packaging compliance, producer responsibility and reporting systems may depend on the amount and type of packaging placed on a market. Separating product net weight from packaging weight creates a more useful compliance record.

Does PPWR apply to stretch film and plastic straps?

Plastic transport packaging such as stretch film, shrink wrap, plastic bags and straps can fall within the packaging framework. The applicable requirement depends on the packaging type and implementation date.

Does PPWR apply to wooden pallets?

Pallets can be packaging within the regulatory framework. Wooden packaging used in international transport may also have separate phytosanitary requirements, so both questions should be reviewed.

What is the difference between PPWR and EPR?

PPWR is the broader EU framework for packaging and packaging waste. Extended Producer Responsibility focuses on responsibilities of producers or other relevant operators for packaging placed on a market, including applicable registration, reporting or waste-management obligations.

Is EPR automatically included in a DDP shipping price?

No. EPR registration, reporting or producer-responsibility compliance should be reviewed separately from the logistics Incoterm.

Does PPWR require all packaging to be recyclable?

PPWR introduces recyclability requirements and targets, with 2030 being a major milestone for recyclable packaging placed on the EU market. The detailed category requirements and performance criteria should be checked for the relevant packaging.

What does packaging minimisation mean?

Packaging minimisation means designing packaging so its weight and volume are not greater than necessary to perform the required packaging functions. Specific PPWR requirements apply according to the regulatory timeline.

Does PPWR regulate recycled plastic content?

Yes. PPWR introduces minimum recycled-content requirements for relevant plastic packaging categories, with requirements phasing in under the applicable timetable and exemptions.

Can BRF guarantee PPWR compliance for my product?

BRF's primary role is logistics, customs coordination and door-to-door transportation. BRF can help identify packaging information that should be reviewed during shipment planning. Where formal legal, EPR, tax or technical packaging advice is required, the relevant qualified specialist should be involved.

What information should I send BRF for a PPWR-aware DDP quotation?

Provide product name, HS code if available, cargo value, quantity, weight, CBM, packaging type, packaging materials, pickup address, EU destination, importer information and any existing product or packaging compliance documents.
