Import VAT in Europe
Import VAT is a separate tax consideration when goods enter the European Union from outside the EU VAT territory. It should not be confused with customs duty, freight charges or the commercial value shown on the supplier invoice.
For DDP and commercial imports, the importer, VAT registration, customs value, duty, VAT taxable amount and method of accounting should be reviewed before the cargo reaches Europe.
Import VAT Is Part of the Tax Layer — Not the Freight Rate
Importing goods into the EU is generally a VAT-taxable transaction. The VAT treatment should therefore be planned together with the customs and commercial structure of the shipment.
For business imports, the important question is not simply “How much VAT is charged?” It is also: who is the importer, where does the import take place, which VAT rate applies, how is VAT accounted for, and whether the business has a valid right to deduct it.
Customs Value ≠ Import Duty ≠ Import VAT
These amounts are connected, but they are not interchangeable.
Customs Value
The customs value is determined under EU customs valuation rules and forms an important basis for calculating import charges.
Customs Duty
Import duty depends on the product classification, origin, customs value and applicable EU tariff measures.
Import VAT
Import VAT is calculated using the applicable VAT taxable amount and relevant member-state VAT rate.
Import VAT Is Not Always Simply “Invoice Value × VAT Rate”
The EU import VAT taxable amount starts with the customs value and can include additional import charges and incidental expenses.

The final rate should therefore be checked against the destination member state's current VAT rules and the classification of the goods.

How Import VAT Is Accounted for Depends on the Member State and Eligibility
EU countries establish detailed national rules for accounting for VAT on imports. Do not assume one procedure applies throughout Europe.
Import Payment
Under some structures, import VAT is paid as part of the import process before or in connection with cargo release.
This can create a significant cash-flow requirement for high-value imports.
VAT Return Accounting
Certain national systems may allow qualifying import VAT to be accounted for through the relevant VAT return mechanism.
Eligibility, registration and declaration requirements must be checked locally.
Special / Simplified Scheme
Specific import or e-commerce structures may use separate VAT simplifications when all relevant conditions are met.
These should not be applied to normal B2B freight without verification.
Paid Import VAT Is Not Automatically Recoverable by Any Company in the Supply Chain
Recovery Depends on the Tax Position
For a business, import VAT deduction or recovery depends on the relevant VAT rules, import documents, economic activity and right of deduction.
The logistics quotation should therefore never promise “VAT refundable” without reviewing the tax structure.
VAT Planning Should Start Before the Cargo Leaves the Origin Warehouse
A shipment should not arrive at the European gateway before the commercial parties have decided which entity will import the goods and how the VAT structure is intended to work.
This is particularly important for DDP, EU inventory, Amazon FBA, distribution-center and repeat-import programs.
“DDP Includes Taxes” Does Not Mean the VAT Structure Can Be Ignored
Incoterms allocate commercial responsibilities. They do not automatically create a VAT registration, a right to deduct VAT, or a legally workable importer structure.

Before accepting a DDP quotation, confirm who will appear in the import structure and how VAT will be declared and accounted for.

What is import VAT in Europe?

Is the VAT taxable amount always the same as the commercial invoice value?
No. The commercial invoice is important evidence, but the VAT taxable amount can include additional items that are not simply the invoice value of the goods.
Does every EU country have the same VAT rate?
No. VAT rates differ between EU member states, and different product categories can also receive different VAT treatment.
Is there one standard European import VAT rate?
No. There is no single universal import VAT percentage that can be used for every EU country and product.
Can goods have 0% customs duty but still have import VAT?
Yes. A zero customs-duty rate does not by itself remove import VAT. The two charges must be reviewed separately.
Who pays import VAT?
The person liable for import VAT depends on the member-state rules and the actual import and declaration structure. The importing entity should therefore be confirmed before shipment.
Is an EORI number the same as a VAT number?
No. EORI is primarily a customs identifier, while a VAT number relates to VAT registration and tax obligations.
Does every importer automatically need a VAT number?
VAT-registration requirements depend on the business, transaction, member state and intended VAT treatment. The actual structure should be reviewed for each import program.
Can import VAT be reclaimed?
A taxable business may have a right to deduct eligible import VAT when the relevant legal conditions are satisfied. Payment of import VAT alone does not automatically mean that every company in the supply chain can recover it.
What is postponed import VAT accounting?
Some national VAT systems allow qualifying businesses to account for import VAT through an applicable VAT-return mechanism rather than using the same cash-payment structure at import. Eligibility and procedures differ by country and should be confirmed locally.
Does every EU country offer the same postponed VAT procedure?
No. EU member states set detailed national rules for import VAT accounting. Registration, eligibility and filing procedures can therefore differ.
Does DDP automatically include VAT registration?
No. DDP is an Incoterm allocating commercial responsibilities. It does not automatically create VAT registration or determine the legal tax structure.
If the seller pays import VAT under DDP, can the seller always reclaim it?
No. VAT deduction depends on the actual importer, VAT registration, business activity, documentation and applicable tax rules. This should be reviewed before using the seller as part of the import structure.
Is the warehouse receiving the goods automatically the importer?
No. A warehouse, distribution center or fulfillment center receiving the cargo is not automatically the customs importer or VAT-liable entity.
Does Amazon FBA act as the importer for an EU shipment?
The inventory owner should establish an appropriate importer and tax structure before sending inventory into the EU fulfillment network. A delivery address should not be assumed to create the required importer or VAT structure.
What is IOSS?
The Import One-Stop Shop is a special VAT simplification for qualifying low-value B2C distance sales of imported goods. It is not a general substitute for normal B2B commercial import VAT.
Does ICS2 calculate import VAT?
No. ICS2 deals with advance cargo safety and security information. Import VAT is part of a separate customs and tax process.
Does PPWR change the import VAT rate?
PPWR deals with packaging and packaging waste. It should not be confused with the rules used to calculate the import VAT rate.
Can BRF coordinate EU import VAT and customs clearance?
BRF can coordinate international freight, customs-clearance preparation, duty and VAT information with relevant destination partners for supported routes. Formal VAT registration, tax filings, recovery claims or legal tax advice should be handled through the appropriate qualified tax professional.
