Wan Hai Invests $87M to Bid for Osaka Port Terminal

Taiwanese carrier Wan Hai Lines has submitted a bid of approximately USD 87 million for the 30-year concession to operate the C9 container terminal at Osaka Port in Japan, a strategic move to strengthen its position in Japan–Taiwan container shipping routes.

Die Osaka Port C9 terminal boasts a quay length of 600 meters and 16 meters water depth, making it suitable for medium-to-large container vessels and ideal for supporting increased cargo throughput. The bid has been formally submitted to the Osaka Prefecture and Osaka City government, which jointly manage port operations.

Currently, Wan Hai operates multiple weekly services between Taiwan and Japan, with Osaka being one of its key ports. Securing dedicated terminal rights at Osaka Port would allow the carrier to control berth access and operations directly, reducing reliance on third-party terminal operators and enhancing service stability.

The tender process has attracted competition from other global players, including a DP World–Mitsui OSK Lines joint venture bidding for nearby Kobe Port facilities. A final decision on the C9 terminal concession is expected to be announced in March.

3. Supporting Fleet Expansion and Capacity Growth

Wan Hai has been expanding its ship capacity in recent years to match growing demand in regional and trans-Pacific trade lanes. Owning or controlling port infrastructure provides a solid foundation for accommodating larger fleets without compromising port call efficiency.

4. Enhancing Transshipment and Cross-Border Connectivity

Osaka is a key hub in East Asia’s shipping network. Terminal control enhances transshipment opportunities between China, Taiwan, Japan, and onward destinations including North America and Southeast Asia. This strengthens logistics networks for integrated cargo flows.

Control over port operations allows Wan Hai to streamline terminal handling, reduce cargo dwell time, and potentially offer more competitive freight rates compared to rivals who must rely on third-party terminal slots.
