Egypt and Kenya Introduce New Mandatory Cargo Declaration Codes for International Shipments

International shippers should prepare for new customs compliance requirements as both Egypt und Kenya introduce mandatory cargo reference code systems for import and export shipments. These regulations, taking effect between July and August 2026, are designed to improve cargo visibility, strengthen customs control, and enhance trade security.

Exporters, importers, freight forwarders, and shipping companies handling cargo destined for these markets should ensure they understand the new procedures to avoid shipment delays, booking issues, or customs clearance problems.


Egypt Requires Unique Consignment Reference (UCR) for Export Cargo

Effective July 17, 2026, Egypt’s National Single Window platform (NAFEZA) officially requires all export shipments leaving Egyptian ports to obtain a Unique Consignment Reference (UCR) before cargo booking.

The UCR is a 19-digit identification number issued through the NAFEZA system. It enables Egyptian Customs to monitor export cargo throughout the entire shipping process and improves the accuracy of customs documentation.

Key Requirements

Before booking cargo, exporters must:

  • Apply for a valid UCR through the NAFEZA platform.
  • Include the UCR on all shipping booking requests.
  • Submit complete shipper information, including the company’s VAT number or Tax Identification Number (TIN).
  • Ensure all information is accurate before booking confirmation.

Once a booking has been confirmed, neither the UCR nor the shipper information can be modified. Incorrect, incomplete, or placeholder reference numbers may result in delayed booking confirmation or cancellation by the carrier or customs authorities.


Kenya Launches Advance Cargo Declaration (ACD) System

Beginning August 3, 2026, das Kenya Revenue Authority (KRA) will require all containerized import cargo destined for Kenyan ports to be registered through its new Advance Cargo Declaration (ACD) platform.

Before cargo departs from the country of origin, exporters or their authorized logistics agents must obtain an ACD Reference Code, which becomes a mandatory document during Kenya’s import clearance process.

The objective of the new platform is to improve customs risk management, increase cargo transparency, and accelerate clearance procedures upon arrival.
